HARRISBURG, Pa. (AP) — The state’s highest court on Tuesday upheld the decision of state regulators to allow groups led by a Connecticut Indian tribe and (Slot Machine), and by a Chicago billionaire developer to build slot-machine casinos on Philadelphia’s riverfront.
